Program Specialist

As a Program Specialist, you will:
Analyze existing or proposed Center for Global Health (CGH) tracking systems, strategies, services, or other personnel matters. Identify needs for improvement and methods and resources to accomplish such improvements. Evaluate and analyze data collection and utilization methods and quality control. Review new and modified directives, policies, procedures, requirements and brief the affected supervisors on significant changes. Serve as an advisor and liaison between management and human resources, coordinating all aspects of domestic personnel actions for assigned area. Review all personnel actions for conformity and verify the accuracy of personnel documents on all domestic personnel for CGH. Track referrals and ensure recruitment actions are processed in a timely manner. Minimum
Qualifications:
GS-11:
Applicants must have one year of specialized experience at or equivalent to the GS-09 grade level of in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in providing support in planning, researching and assessing administrative support and staff activities and resolving problems related to the effectiveness and efficiency of program operations. - OR - Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. - OR - Have a combination of specialized experience and graduate education that together meets 100% of the qualification requirements for this position. Applicants must have one year of specialized experience at or equivalent to the GS-11 grade level of in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience serving as a liaison between program management and Human Resources (HR) in order to advise and provide guidance to management on HR related personnel issues such as Title 5, Title 42, Commissioned Corp and ORISE recruitment actions, Position Management, and Performance Management. Experience:
In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
