Reporting to the Senior Director, Talent Acquisition Strategy and Enablement, the Sr. Manager, Compliance Programs and Enablement will recommend and implement compliance best practices, policies, and procedures and will plan, direct, supervise, and coordinate work activities of direct reports in the areas of compliance and process improvement. This role requires previous compliance oversight, management, and effective design and implementation of Talent Acquisition (TA) or Human Resources (HR) Compliance programs. The Manager will bring urgency and attention to projects, from start to finish, communicating openly and transparently, and will respond to internal and external audit requests from the TA and Divisional HR and Compliance teams. The Manager will also manage non-compliance related projects in other areas of TA Enablement including process definition and process improvement.
Responsibilities:
Establish a communications pipeline with Legal and HR teams for changes in local, state, or national recruiting and candidate-related legislative and regulatory changes and/or developments and ensure that Cox maintains compliant hiring practices. Work with HR Technology and Compliance teams to ensure the recruiting systems (Applicant Tracking System, Candidate Relationship Management tool, etc.) meets compliance standards. Ensure Applicant Tracking System is configured to support TA compliance efforts related to OFCCP and GDPR guidelines inclusive of attraction, screening, and offer process. Oversee end-to-end operations of the pre-employment screening process including vendor management and adjudication; manage any process or system changes as deemed necessary. Collaborate with Compliance and Legal teams to ensure that new local, state, or national policies are incorporated into the recruitment processes; articulate the expectations to recruiters and leaders; help develop training and communications for the TA team members relative to recruiting compliance. Create and manage channels for raising TA compliance concerns; field and manage any recruiting compliance inquiries; handle ad hoc compliance projects and reporting. Provide compliance support services (e.g., OFCCP audits, monitor affirmative action programs, and evaluate compliance processes) to mitigate risk. Draft policy, process, and procedures related to TA Compliance, in partnership with Legal and HR teams. Establish self as TA compliance authority; review existing compliance processes, compare against procedures, rules, and regulations, and ensure expectations are met. Develops solutions to complex compliance and process problems using ingenuity and new ways of thinking; leads projects and initiatives aimed at resolving critical and complex issues that have cross-organizational impacts. Regularly engage with senior leadership to keep them abreast of compliance updates; collaborate with leaders to develops and implements new projects, processes, standards or plans impacting achievement of departmental results. Help impact the quality, efficiency, and effectiveness of TA organization (e.g., monitor recruiting activity and recommend compliance and process improvements) by solving problems and driving improvements including efficiency gains, workflow improvement, and process changes. Use data to optimize processes, creatively solve problems, and diagnose/identify areas for further improvement. Managing a team of up to four direct reports. Compensation:
Compensation includes a base salary of $114,000 - 142,500. Salary may vary outside of the anticipated range based on factors such as the ultimate location of the position and the selected candidate's experience. Position is eligible for additional compensation that may include commission (annual, monthly, etc.) and/or an incentive program.
Qualifications:

A minimum of 5 years' experience within Human Resources, Recruiting, Compliance Proven experience leading a team Strong working knowledge of OFCCP compliance expectations and ability to apply general and/or specialized compliance aspects, regulations, rules, and practices to recruiting Strong working knowledge of HR regulatory issues, recruiting principles, EEO, Affirmative Action Programs, state and federal laws, and fair employment practices In-depth understanding of background check practices and other screening requirements. Strong project and program skills necessary, ideally in HR/Recruiting Compliance Capable and confident communicator with the ability to partner and influence at all levels, including working across boundaries internally and externally. Demonstrated ability to use good judgment and tact in dealing with confidential issues with complete discretion Comfortable interacting with various levels of internal customers, managing expectations, and having sensitive conversations with applicants. Excellent communication, time management, and leadership skills; flexible and adaptable team player; resourceful in delivering high-quality work; and detail-oriented. Understanding, or the ability to articulate a solid understanding of the recruiting lifecycle and process; ability to figure out how to best optimize for efficiency and quality. Proficient level of skills needed in Microsoft Office Suite applications including Word, PowerPoint, and Outlook; intermediate to advanced level of skill needed in Excel and Tableau. Demonstrated agility in a constantly evolving environment and comfort rolling up sleeves to get things done. Preferred:
Bachelor's degree from an accredited college or university Experience working directly on OFCCP audit requests SHRM certification Solid working knowledge of CRMs and Applicant Tracking Systems (Workday preferred) and contemporary recruiting processes
Salary Range:
$100K -- $150K
Minimum Qualification
