Management and Program Analyst (Team Lead)

Summary This position is located in the Resources Management Group, Resource Support Team and serves as the working team lead.
Responsibilities The team lead facilitates the teams' processes by working collaboratively with them to ensure that they complete their tasks effectively and efficiently, by maintaining good working relationships, and by coordinating with the team manager and others on goals, priorities, team needs, and achievements.
Is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.
Occasional local and TDY travel Is required.
The team lead is responsible for providing workforce planning support to ATO service units within an assigned service area.
Workforce planning responsibilities include, but are not limited to; planning strategic support of staffing requirements and objectives, interpreting internal policies and procedures, providing advice and guidance, problem-solving, efficiency initiatives, conducting program analysis, and implementing programs, organizational changes, and hiring plans.
Applies experience and expert knowledge in support of organizational activities by providing oversight responsibility for functions assigned to the team.
Assures support for meeting strategic/performance goals and objectives related to staffing requirements.
Provides guidance to ATO management and staff in the analysis of organizational structures (e.
g.
staffing charts, position classification, preparation of Job Analysis Tools, staff studies, etc.
) to ensure consistent application of sound workforce planning principles.
Identifies trends, develops and recommends solutions to address current and anticipated problems and issues; ensures consistent approaches in applying ATO policy and procedures.
Applies knowledge of FAA's policies and objectives to identify, define, and organize resources for large projects/programs/work activities.
Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.
Maintains current trend information of staffing activities which is utilized in forecast of workforce requirements.
Provides analysis of trends.
Develops, coordinates, and implements program changes as necessary; analyzes program progress, trends and problems; reports and recommends management action to correct problems or improve efficiencies.
Contacts are internal and external.
Often represents the major subdivision and LOB/SO as a principal point of contact to provide advice and guidance on the applications of policies and procedures.
Serves as subject matter expert on complex issues relating to workforce planning to include but not limited support of strategic planning of staffing requirements and goals (e.
g.
ATO hiring programs.
job analysis, etc.
) Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.
Develops and recommends approaches to address current and anticipated problems and issues.
Works with senior management to identify and resolve problems.
Work typically is reviewed only at completion for success in achieving planned results.
Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities.
Performs other duties as assigned.

Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to the FV-I, FG/GS-13 level.
Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
Specialized experience is:
Planning strategic support of staffing requirements and objectives, interpreting internal policies and procedures, providing advice and guidance, problem-solving, efficiency initiatives, conducting program analysis, and implementing programs, organizational changes, and hiring plans.
