The Department of Community Health is seeking a qualified Contract Compliance Analyst.
This is a hybrid position that requires in-office and remote work with the approval of your supervisor.
Your days of frequency in the office can change at any time during your employment based on the business needs of the organization.
Job Responsibilities Under general supervision, performs complex administrative duties and statistical, financial, or operational data analysis and reporting in support of management decision making in functional area.
Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness of operations.
May partner with other departments, divisions, outside agencies, and vendors to address business issues.
Exercises various latitudes of independent judgment.
May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions.
Assists with orientation, training, or providing task guidance of junior team members.
Primary Duties &
Responsibilities:
1.
Establish effective monitoring strategies for assigned agreements (contracts and grants) to include monitoring frequencies, rapport building to ensure effective collaboration with business owners and contractors, issue resolution processes, and invoice payment reviews.
2.
Initiate and conduct meetings/conference calls with business owners and contractors regarding contractor performance.
3.
Understand the financial and programmatic impact of measuring the quality and timeliness of the delivery of services.
4.
Assist in the development and facilitation of contract compliance training for agency business owners and contractors.
5.
Provide direct oversight of the compliance and performance of assigned contractors in coordination with contract business owners:
including participating in or facilitating meetings with the contractor, conducting onsite reviews of contractor performance, proactively identifying, and resolving performance issues, assessing liquidated damages for non-compliance, and formally assessing contractor performance in accordance with agency policy.

Act as agency liaison on matters regarding contractor performance.
7.
Record findings regarding assigned contractors' performance in appropriate program/system designated by office directors.
8.
Draft and submit formal correspondence to contractors as required.
9.
Escalate contractor issues as appropriate and in a timely manner.
10.
Perform all contractor compliance activities in accordance with agency policy.
11.
Understand and apply procurement principles to aid in the development of sound contract language to ensure that contract requirements are valid, measurable, and enforceable.
Minimum Qualifications Bachelor's degree in business or related field from an accredited college or university AND Two years of experience related to area of assignment.

An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
Preferred
Qualifications:
o Four (4) years of contract compliance experience working with contractors and/or grantees.
o Three (3) years of experience in public sector or health related industry.
o Strong written, oral, and interpersonal skills with the ability to build and maintain relationships with multiple internal and external stakeholders.
o Strong judgment and creative problem-solving skills, specifically related to change management and conflict resolution.
o Ability to establish and manage best practice processes, including business requirements development.
o Ability to balance multiple projects, setting priorities with the proper sense of urgency and importance.
o Proficient in Microsoft Office and Excel.
