Director, Financial Reporting

General Description and Classification Standards

Manages the financial reporting function.
Manages finance team to oversee the Department of Finance s financial reporting processes, implementation of Governmental Accounting Standards Board (GASB) pronouncements, maintenance of one or more accounting systems:
journal entries, general ledger etc.
in accordance with GAAP policies and procedures.
Works on issues of diverse scope where analysis of data requires evaluation of a variety of factors.

This is a high level of strategic and operations management reporting to a top department executive or a department deputy.
Position manages a primary function of the department and recommends operating policy and procedure subject to department executive approval.
This level would be expected to manage either a varied array of professionals and manager.
This is NOT a routine promotional level and the specific justification for classification at this level must be documented.

Supervision Received

Direction received is very general and focuses more on long-term and short-term operating objectives.
This is a policy-advisory level of management and would be considered middle' management.

  • Manages the financial reporting processes in accordance with GAAP policies and procedures and the day to day operations.

  • Implements Governmental Accounting Standards Board pronouncements.

  • Designs operational procedures and processes that meet audit standards and improves efficiency.

  • Ensures integration of data produced into systems and supports objectives of financial analysts.

  • Ensures the accurate compilation, analysis and reporting of accounting data and revenue.

  • Participates in annual audits and special projects.

  • Works with external consultants and auditors to provide required information and ensure record keeping for historical purposes.

  • Develops organizational structure and selects, develops and manages staff.

  • Establishes internal processes, interprets and applies organizational policies.

  • Provides input into policy and strategy.

    Selects from multiple procedures and methods to accomplish tasks.
    May make purchasing or resource allocation decisions within organization guidelines.
    Applies organizational policies.
    May interpret organizational policies and recommend exceptions.
    Policy advisory level of management.

    Leadership Provided

    Has formal supervisory authority over work group of subordinate managers or group of professionals to include discipline, performance management, scheduling, training, etc.

  • Strong knowledge of general accounting principles and GAAP guidelines.

  • Strong knowledge of Excel spreadsheet modeling.

  • In depth knowledge of City operations and systems.

  • Strong leadership and management skills.

  • Strong planning, organizational and presentation skills.

  • Skill in the use of Microsoft Office, accounting software, and financial databases.

  • Ability to analyze situations or data requiring an in-depth knowledge of selecting methods, techniques and evaluation criteria for obtaining results.

    The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
