Program Analyst

Performs basic but progressively more difficult assignments under the close direction of the manager and working closely with the flight surgeons to assure the following:
(1) medical certifications are issued to medically qualified airmen only, (2) an appropriate number of qualified physicians are selected, designated and trained as AMEs to conduct FAA medical examinations of civil airmen, (3) ATCS physical exams meet program requirements, and (4) coordinates all phases of the DOT drug and alcohol testing program, including pre-employments/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing.Provides technical direction to other personnel in the division as well as communicating technical program information to a diverse audience orally and in writing. Complies with all Quality Management System (ISO-9001) requirements and applies basic knowledge of program assignments and activities and ensures all activities are performed in accordance with established policies and regulations.Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and discuss the statuses of assignments.Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under instructions provided by a manager, project/program manager, team leader, or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional for guidance.Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality. Work activities typically support the work of other employees and contribute to activities of the organizational level.The position may require travel in support of these program areas. Reference OPMs Group coverage Qualification Standard for Administrative and Management Positions.To qualify for this position, you must demonstrate in your application that you possess at least 3 years of progressively responsible general work experience demonstrating the ability to analyze problems to identify factors, gather pertinent data/information, recognize problems and/or solutions, plan and organize work, etc. At least 1 year of experience must be at the FG/GS-4 in the Federal Service or equivalent level work, in the administrative, professional, technical, investigative or comparable work area.OREducation Substitution:
Successful completion of a full 4 year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.If qualifying based on education, applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcement. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
